TAC identifier is used by the network to group several Cells into a tracking area. This grouping allows the network to efficiently manage and track the location of UE as it moves across different cells, assisting with functions like paging and mobility management.

A TAC is broadcasted in system information (like SIB messages in in LTE/NR), and the UE uses it to recognize when it has moved into a new tracking area that may require it to update its location to the core network. Each TAC is unique within a PLMN.
